Position Title: Senior Buyer – Government Programs

Location: St. Charles, MO

Position Summary:

The Senior Buyer – Government Programs is responsible for sourcing and procurement functions directly associated with the company's needs for all materials, parts and services for government programs. The Senior Buyer will solicit bidders, verify bidder qualifications and set up these suppliers in company's Enterprise Resources Planning (ERP) system. These solicitation activities may include preparation of Requests for Information (RFI) and Request for Proposal (RFP) documents and conducting bid evaluations.

  • Research and source suppliers for procurement of materials, supplies and services in accordance with contract technical requirements, including preparation of Requests for Information (RFI) and Requests for Proposal (RFP).
  • Prepare bidder lists, verify bidder qualifications, conduct bid evaluations, recommend source selections and set up new suppliers in ERP system.
  • Support and/or lead negotiations with suppliers.
  • Convert purchase requisitions and Bills of Materials into purchase orders following company policies and procedures.
  • Adhere to company guidelines for utilizing small business and disadvantaged business sourcing programs.
  • Work harmoniously with engineers, project managers, technicians and other employees, as required, for purchase of products per defined schedule.
  • Expedite and track inbound products as required to support project needs.
  • Assist in investigating and solving supplier related issues.
  • Maintain positive supplier relationships by:
    • Coordinating appropriate quality resolutions between in-house quality manager and suppliers.
    • Communicating engineering/product changes/developments between suppliers and company.
    • Arrange return of defective or unused material to suppliers.

Required Skills:

  • Bachelor's degree in Supply Chain, Business or related field and 2 + years buyer experience with government contracts.
  • Experience preparing Requests for Information (RFI) and Requests for Proposal (RFP) and other sourcing activities.
  • Technical aptitude, ability to understand technical specifications and requirements of equipment being sourced.
  • Ability to multi-task in a fast-paced environment, solve practical problems and deal with a variety of changing situations.
  • Excellent verbal and written communication skills.
  • Working knowledge of Supply Chain, Materials Sourcing, Planning Systems and Logistics Routing within a manufacturing company.
  • Effective negotiation skills.
  • Ethical business conduct.
  • Solid Analytical Problem Solving and Computer skills
  • Customer service skills to support internal/external customers with a "can-do" attitude.
  • Organizational skills to execute in timely manner.

Preferred Skills:

  • Knowledge and Experience with Federal Acquisition Regulations (FARs) and Defense Federal Acquisition Regulations (DFARs).
  • Experience in Microsoft Dynamics GP ERP system.

Physical Requirements:

  • Sitting, standing and walking in office, warehouse and manufacturing environments.
  • Ability to bend, lift, and position self to move about the office, as needed.
  • Occasional lifting and moving of up to 50 pounds may be required.
  • Required use of fingers and hands to operate a computer.
  • Vision abilities required by this job include close and/or color vision, and ability to adjust focus.
